I’ll have to check this one out, but for ease of use, lowly requirements and configurability I really have to mention the free and portable Fast Launcher (http://www.dvasoft.com/fast_launcher/). menuApp (http://www.desktopapps.co.uk/menuApp.html) is another recent favorite in this category.

My two long-time favorites are PopSel (extremely small, fast, and portable floating menu type) and QSel (lightweight pop-up menu type supporting icons and text). They are both available here: http://home.mnet-online.de/horst.muc/win.htm
