I agree with deebee:

FSL Launcher is an excellent option, probably the best.

I is available in many languages, that fact alone tells a lot, about how much it is highly valued by those who know it.

I encourage you to make a review of this freeware, which deserves 5 Stars.

I personally like SideSlide (just google it). It has everything you'd ever want in a launcher and more.. it's free, and extremely customizable and a great GUI. I think the main difference between this one and SideSlide is that you can make the dock as big as you want it to be and aren't limited by size and position

You seem to like reviewing launchers. :) I somehow feel extra degrees of passion from reviews in this category.
Knowing that I can't stand 99% of launchers I wanted to suggest one of the very few I like for review:
http://www.qliner.com/hotkeys/

It's hotkey type one, but with very clever GUI that solves "on what keys I put that one" problem.

PS it may not be the best launcher program, but in my opinion it's best launcher idea. Docks and start menu clones are mostly just trying to fix long broken ideas with eye-candy. Launchy type ones are pain to use in environment with hundreds of programs, documents, scripts etc (unless you make it index narrow field which kind of kills main purpose of search-launch model).
